A. Mr. Carl Berkowitz, Vice President, opened the meeting at 6:33pm and led the pledge to
the flag.

B. Minutes
Mr. Russo moved for adoption of the minutes of November 12, 2003. Ms. Lange seconded.

E. President's Report
Mr. Bell appointed Marlena Lange and Helen Sherman to the Nominating Committee for 2004 Board
officers.

minutes.)

G. Treasurer's Report
Mr. Conway did his final report on the account and balances.

Mr. Conway discussed the revised tax rates.

J. Old Business
Mrs. Boyd moved to approve the new By-laws as presented. Mr. Berkowitz seconded.

Mr. Berkowitz discussed a work session he went to on By-laws. He will go over his packet and
discuss it with Kevin.

Mr. Bell moved in recognition of Ralph Russo's loyal service from October 27,1987- June
30,1993; July 1,1994 - December 31, 2003 on behalf of Middletown Thrall Library, and in
appreciation for his ongoing dedication to the comfort and appearance of library facilities as
Chairman of the Buildings and Grounds Committee, we the Trustees of the Thrall Public Library
District of Middletown and Wallkill do hereby name Ralph Russo an honorary lifetime trustee and
permanent liaison to the Board on Building and Grounds matters. Mr. Berkowitz seconded.

Mr. Bell presented gifts to Mr. Russo and Mr. Conway from the Board for their service on the
Board.

K. New Business
Mr. Bell presented the 2004 meeting schedule. (Attached to official minutes)

Ms. Lange moved to go into executive session at 7:10pm for the purpose of discussing a labor
matter. Mr. Berkowitz seconded.

The Board returned from executive session at 7:34pm.


L. Adjournment
Ms. Lange moved to adjourn the meeting at 7:35pm. Mrs. Hutchinson seconded.
