A public hearing will be held at Middletown Thrall Library on Wednesday, September 9, 2026, at 5:00pm to address the proposed library budget for 2027. The proposed gross budget for 2027 is $4,932,510, which is an increase of $207,100, (4.4%) over its 2026 total. The library is proposing a 2027 tax levy of $4,551,582, which is an increase of $189,172, (4.35%) over its 2026 total.

A public budget vote and trustee election will be held on Tuesday, October 6, 2026, at Middletown Thrall Library, 11 Depot Street, Middletown, NY 10940 between the hours of 8:00am - 8:00pm in the library's reading room. All registered voters who reside in the Thrall Public Library District are eligible to vote. This includes residents of the Enlarged City School District of Middletown, residents of the Town of Mt. Hope who reside within the Pine Bush Central School District, and residents of the Town of Wallkill who reside within the Pine Bush Central School District, Valley Central School District, or Minisink Valley Central School District. Those who wish to vote early before the library is open (8:00am - 9:00am) can enter the library from one of two entrances located on the Depot Street side of the building.

Voters will be selecting a candidate to fill one trustee seat, with a four-year term.

Individuals interested in a seat on the library Board of Trustees must be 18 years of age, must reside in the library district and must have lived in the district for at least three years. Trustee candidates may not be employees of Middletown Thrall Library. Nominating petitions to fill this seat can be picked up from the library director's office between the hours of 9:00am and 4:00pm, Monday through Friday, starting August 6, 2026. Completed nomination petitions must be returned to the director's office no later than 4:00pm, on Friday, September 4, 2026.
