Thrall Public Library District
of Middletown and Wallkill
Board of Trustees


January 10, 2024


I. Call to Order/Pledge
Mr. Matthew Pfisterer, opened the reorganizational meeting of the Thrall Public Library
District of Middletown & Wallkill Board of Trustees at 5:00pm.


II. Attendance

Ms. Frances Amelio, Vice President
Ms. Shelley Milburn, Secretary
Bishop Smith (Arrived at 5:03)
Ms. Evelyn Ortega
Mrs. Susan Wyman
Mr. Matthew Pfisterer, Director
Absent
Mrs. Tonia Crown, Financial Officer (Excused)



III. The Oaths Of Office For Newly Elected Trustees were distributed.
The Oaths must be signed, notarized and returned to the Director's office.


IV. Designation of Official Newspaper

Ms. Ortega moved to designate the Middletown Times Herald Record Digital Edition as the
official newspaper. Ms. Amelio seconded.
Ayes: Lange, Amelio, Smith, Ortega, Milburn, Wyman-6
Noes: None

V. Designation of Official Bank

Ms. Amelio moved to nominate the Orange Bank and Trust as the official bank
for the library. Mrs. Wyman seconded.

VI. Appointment of Attorneys

Ms. Milburn moved to appoint JBG Law as the HR Personnel Library Attorney &
Alex Smith as the Library's General Attorney. Bishop Smith Seconded.

Noes: None

VII. Designation of Financial Audit Firm

Mrs. Wyman moved to appoint Nugent and Haeussler as the Financial Audit Firm for the
Library. Ms. Milburn seconded.

Noes: None

VIII. Designation of Authorized Signers for Library bank account
Ms. Milburn and Ms. Lange advised that they will take on the role of authorized signers.


IX. Trustee Conflict of Interest Statement of Associations were distributed for completion.
To be returned to the Director's office and kept on file.


X. Adjournment

Ms. Amelio moved to adjourn the meeting at 5:06 pm. Mrs. Wyman seconded.
