Thrall Public Library District of Middletown and Wallkill
Board of Trustees


January 14, 2026


I. Call to Order/Pledge
Mr. Matthew Pfisterer, opened the reorganizational meeting of the Thrall Public Library
District of Middletown & Wallkill Board of Trustees at 5:00pm.


II. Attendance

Ms. Marlena Lange, President
Ms. Evelyn Ortega, Vice President
Mr. Joseph Ruyack, Financial Officer
Ms. Narene Russell, Secretary
Mrs. Susan Wyman
Mr. Stevenson Monchery
Mr. Carl Berkowitz

Absent
None


III. The Oaths Of Office For Newly Elected Trustees were distributed.
The Oaths must be signed, notarized and returned to the Director's office.


IV. Designation of Official Newspaper
Mr. Berkowitz moved to designate the Middletown Times Herald Record Digital Edition as the
official newspaper. Mr. Ruyack seconded.

Ayes: Lange, Ortega, Ruyack, Russell, Wyman, Stevenson, Berkowitz - 7
Noes: None

V. Designation of Official Bank
Mr. Ruyack moved to nominate the Orange Bank and Trust as the official bank
for the library. Ms. Russell seconded.

Ayes: Lange, Ortega, Ruyack, Russell, Wyman, Stevenson, Berkowitz - 7
Noes: None

VI. Appointment of Attorneys
Mrs. Wyman moved to appoint JBG Law as the HR Personnel Library Attorney &
Alex Smith as the Library's General Attorney. Ms. Russell seconded.

VII. Designation of Financial Audit Firm
Mr. Ruyack moved to appoint Nugent and Haeussler as the Financial Audit Firm for the
Library. Mr. Monchery seconded.

Noes: None

VIII. Designation of Authorized Signers for Library bank account
Ms. Lange and Mrs. Wyman advised that they will take on the role of authorized signers.


IX. Trustee Conflict of Interest Statement of Associations were distributed for completion.
To be returned to the Director's office and kept on file.


X. Designation of Official Trustee Email Contact


XI. Adjournment
Ms. Ortega moved to adjourn the meeting at 5:06 pm. Mr. Ruyack seconded.
