A. Mrs. Tonia Crown, President, opened the meeting at 5:05pm.


B. Minutes
Ms. Lange moved for adoption of the minutes of the December 9, 2015 meeting. Mr.
Berkowitz seconded.

Mrs. Ruckert moved for adoption of the Special Meeting minutes of the December 29, 2015
meeting. Ms. Lange seconded.

Mr. Pfisterer read a letter from Linda Emanuel about a wonderful experience at Thrall
Library

Ms. Lange moved to go into executive session at 5:10pm to discuss an employee history.

G. Financial Officer's Report
No reports.


H. Committee Reports
Finance Committee: Ms. Lange moved that the regular monthly disbursements for
December 2015 in the amount of $96,577.03 having been audited by Carl Berkowitz and
found to be correct, be approved.

Building & Grounds: Ms. Lange reported on Building & Grounds.
The library ordered sturdy wooden chairs to replace the plush library seating on the
library's first floor. We hope to receive them soon.

Mr. Pfisterer spoke to our engineering contractor shortly after the holiday's and provided
him with a link for information regarding the DLD Construction Grant program as he
requested.

We have received no reports or evidence of insect infestation in the building.


I. Old Business
Discussion was held on the RCLS Budget letter.

There has been no further information on the Town of Wallkill PILOT negotiations.


J. New Business
Discussion was held on the 2016 fines and fees.

Mrs. Ruckert moved to adjust the fines and fees to .50 per item, per day for a three month
period for DVD and audio book collections. Mr. Berkowitz seconded.

Discussion was held on Long Range Plan extension.

Mr. Berkowitz moved to extend the Long Range Plan through 2016. Mrs. Ruckert
seconded.

Discussion was held on the 2015 preliminary circulation totals.

Discussion was held on program hospitality.

Discussion was held on Mobile Hot Spot Circulation.

Mr. Berkowitz moved that the Board extend for one month the change of signatory parties
at Orange County Trust. Ms. Lange seconded.
