A. Ms. Marlena Lange, called the meeting at 5:00pm.

B. Minutes

Mr. Ruyack moved for the adoption of the April, 2026 regular minutes. Mrs. Wyman
seconded.

Ayes: Lange, Ortega, Ruyack,, Wyman, Berkowitz - 5
Nays: None
Motion declared approved. (05/13/26-28)


C. Visitor Comments/Staff Report
Theresa Zacek, Librarian III Youth Services and Sally Sosler, Librarian I Trainee Youth
Services both spoke about what was going on within Adult Reference and Youth Departments.
Theresa, and the Board, also congratulated Sally on her upcoming graduation.


D. Correspondence
None


E. President’s Report
Ms. Lange spoke about the monetary donation to the Library from Ms. DeWitt. She also
spoke about the 125th Library Anniversary Celebration on August 29th.


F. Director’s Report
(A copy of the Director’s Report sent to each Board member is attached to the official minutes.)

Mr. Pfisterer also mentioned the following: the timetable for the upcoming Library Election,
the upcoming Retirement of both Tracy Barretta, Business Department and Robert Tiess,
Library Assistant Adult Reference and that Mr. Berkowitz, Trustee, will be working with him
in regard to updating Library policies.


G. Financial Officer’s Report:

Mrs. Wyman moved that the regular monthly disbursements for April, 2026 in the amount of
$142,766.56 having been audited by Narene Russell and found to be correct, be approved.

Mr. Berkowitz seconded.

2026 Budget Transfer #3

Ms. Lange moved that the Board of Trustees of Middletown Thrall Library accept the
following budget transfer, to cover shortages; Mr. Berkowitz seconded.

TO: L7410.8541.12.0000.4 Cleaning/Janitorial Supplies $7000.00
FROM: L7410.8540.12.0000.5 Repairs & Maintenance $7000.00

Nays: None

H. Committee Report
Building & Grounds: LAN Associates scheduled a building walk through for contractor’s
interested in our HVAC project on April 30, 2026. A bid opening is scheduled for 2:00pm
on Thursday, May 14, 2026. Sealed bids will be opened. LAN will review the bid proposals
and recommend a contractor to complete the work.

Our exterminating contractor has informed us that we are not currently experiencing any
infestation issues.


H. Committee Report Cont’d:
Attached to this email are the cost estimates for the original 4 phase HVAC direct
replacement project and VAV direct replacement project.

Mr. Berkowitz moved to accept the NYS Annual Report for 2025. Mrs. Wyman seconded.

Nays: None
Motion declared approved. (05/13/26-31)

Shift pay for Part-Time staff scheduled on days the Library is closed due to inclement
weather will be on the June 2026 Board Meeting agenda. Time management options and
parking stickers for Library Staff were also discussed.


K. Adjournment

Mr. Ruyack moved to adjourn the meeting at 6:05pm. Mr. Monchery seconded.
