A. Mr. Richard Bell, President, opened the meeting at 5:00pm and led the pledge.

Mrs. Boyd moved for adoption of the minutes of the June 14, 2017 meeting. Mr.
Berkowitz seconded.

Bridget Manigo read a prepared statement from the Middletown Thrall Library Librarian

Mr. Bell read a letter from Senator Bonacic in reference to "bullet aid" funding for our
library. (attached to official minutes)

Mr. Bell read a letter from Senator Bonacic in reference to summer reading for use
by the student patrons of our library. (attached to official minutes)

Ms. Lange moved that the Treasurer open a capital improvement checking account at
Orange Bank & Trust Company. Mrs. Crown seconded.

Mrs. Crown moved that the regular monthly disbursements for June, 2017 in the
amount of $81,324.64 having been audited by Carl Berkowitz and found to be

Mrs. Crown moved that the Board of Trustees of Middletown Thrall Public Library
amend the 2017 budget to be increased as follows:

Building & Grounds: Ms. Lange reported on Building & Grounds:
Boiler project construction bids were opened in late June. This can be discussed in
Executive Session.

A service call was placed for the air-conditioning in the Community Room. Repairs
included replacement of a switch and a belt.

Repairs are necessary to the roof above the library lobby area where water has been
leaking during periods of heavy rain. This repair is anticipated to take place sometime
this week.

Replacement spine labels have arrived for the commemorative plaque in the Library's
Reading room. All of the spine labels have been replaced with larger font which is more
visible to patrons. The names of Barbara "Bobbie" Kay and Robert Isseks have been
added.

Budget Committee: Ms. Lange moved that whereas, the adoption of this 2018 budget
for the Thrall Public Library District of Middletown and Wallkill requires a tax levy
increase that exceeds the tax cap imposed by state law as outlined in general Municipal
Law Section 3-c adopted in 2011; and

Whereas, general Municipal Law Section 3-c expressly permits the library board to
override the tax levy limit by a resolution approved by a vote of sixty percent of
qualified board members; now therefore be it

Resolved that the Board of Trustees of the Thrall Public Library District of Middletown
and Wallkill vote and approve to exceed the tax limit for 2018.

Middletown Thrall Library. Mrs. Boyd seconded.

Mrs. Boyd moved to go into executive session at 5:41 pm to discuss contracts. Ms.
Martini seconded.

The Board returned from executive session at 5:50pm.

Ms. Lange moved to reject the three (3) bids received on the furnace. Mr. Berkowitz
